      <p>Server messages meaning the cluster could not serve the request but did not apply it. Retrying one of these against another cluster is safe, so they fail over instead of being returned to the caller.</p>
      <p>Reachable as <code>GPUdb.FAILOVER\_TRIGGER\_MESSAGES</code> like the JavaScript API.</p>
